Sustained winds are at 30 mph, with higher gusts expected. "The disturbance is forecast to gradually strengthen and could become a tropical storm early on Wednesday," the advisory said. Dangerous, life-threatening flooding is likely over portions of Texas and Louisiana as the system moves northeast at 6 mph.
