(Image: File) India Today World Desk New Delhi , UPDATED: Dec 1, 2025 18:50 IST Written By: Gaurav Kumar The top seven India-based IT companies got only 4,573 H-1B petitions approved for new employment in FY 2025, a 70% drop since 2015 and 37% fewer than in 2024, according to the National Foundation for American Policy (NFAP). Experts note that Indian IT firms are using fewer H-1B visas, while US companies are investing billions in artificial intelligence (AI) and hiring foreign-born talent, including recent graduates, to build AI capabilities in the US. TCS was the only Indian IT firm among the top five for continuing-employment approvals. However, the company also saw its extension rejection rate rise to 7% in 2025, up from 4% in 2024, notably higher than its peers. The denial rate for H-1B petitions for "continuing" employment (primarily for existing employees) was 1.9% in FY 2025, almost identical to the denial rate of 1.8% in FY 2024, and lower than the 2.4% rate in FY 2023, according to NFAP. This year, TCS received 5,293 approvals for continued employment and 846 for initial employment, a sharp decline from 1,452 approvals last year. Only three Indian companies appeared among the top 25 employers with approved H-1B petitions for initial employment in fiscal year 2025, Newsweek reported. US TECH FIRMS RAMP UP H-1B HIRES, INDIAN IT FIRMS DECLINE Stuart Anderson, the executive director of NFAP, said the Indian IT firms have been using fewer H-1B visas compared to US companies, which have invested billions of dollars to develop artificial intelligence (AI). "The numbers show Indian-based companies now deliver IT services to US businesses using relatively few H-1B visas, while the largest US technology companies are hiring many individuals, including recent foreign-born graduate students from US universities, to help build AI in the United States after investing several hundred billion dollars to develop artificial intelligence," Anderson told Newsweek. The NFAP analysis draws on data from the United States Citizenship and Immigration Services' (USCIS) H-1B Employer Data Hub, according to the report. The data pertains to a time before the Trump administration introduced its strictest measures on hiring high-skilled foreign workers, including a $100,000 fee for each new H-1B visa recipient. US TECH GIANTS AMAZON, META, MICROSOFT, GOOGLE TOP INITIAL H-1B APPROVALS In FY 2025, Amazon had the most H-1B petitions for initial employment approved with 4,644, followed by Meta Platforms (1,555), Microsoft (1,394), and Google (1,050), according to the NFAP's analysis. This is the first time the top four positions for initial H-1B approvals were occupied by US firms. TCS stands out as the sole Indian IT services firm within the top five employers to receive approval for hiring new H-1B workers in the US. TCS has received 846 for initial employment. In FY 2025, Amazon received the most approved H-1B petitions for continuing employment, with 14,532, followed by TCS (5,293), Microsoft (4,863), Meta Platforms (4,740), Apple (4,610), and Google (4,509), according to NFAP. H-1B petitions for initial employment are primarily for new hires and are counted against the annual limit of 65,000 visas, with an extra 20,000 H-1B exemptions granted to US master's and above degree holders, leaving TCS as the only Indian IT company in the top five. Among Indian players, TCS clung to fifth place overall for initial approvals, but peers like LTIMindtree (20th) and HCL America (21st) barely scraped into the top 25. CALIFORNIA, NEW YORK DOMINATE H-1B VISA APPROVALS Employers in California (21,559), Texas (12,613), New York (11,436), New Jersey (7,729), and Virginia (7,579) had the most approvals for H-1B petitions for initial employment in FY 2025, according to NFAP. New York, with 7,811, was the city with the most approved H-1B petitions for initial employment in FY 2025, followed by Arlington, Virginia (4,836), Chicago (2,923), San Jose (2,383), Santa Clara (2,286), and San Francisco (2,222), NFAP reported.
